a person (like an organization) is a contact. a list of contacts can be created via Reporting. Persons can be connected to Organizations, and if they are will show up in the Persons tab of the organization details screen. To define a person that is not part of an organization, you have to check the 'this person is not part of an organization' checkbox.

persons are NOT users. When a person is marked as an employee however, he or she can be connected to a user.
